In early 2010 the RIBA, Design for London and Qatari Diar joined forces to sponsor an open competition entitled Forgotten Spaces.
The brief for the competition was to focus on one abandoned location around London and submit a proposal for regeneration; being sure to take into account accessibility, sustainability, inclusivity, cost relative to the site, possible multi- programming and durability.
The goal of the competition was to spark conversations about regeneration in London and promote a "diverse grass roots approach allowing local artists, architects and designers...to come up with solutions for individual sites using sustainable and viable means, as an alternative to a top down approach."
Picking a location within Tower Hamlets, the Artillery scheme, 'Plinth', encompassed an open air sculpture park above abandon railway arches and a community arts/culture/education centre within the arches themselves.
The proposal focused on three main elements:
- To maintain self seeded planting on the upper level of the site and add an open-air sculpture park displaying works by Henry Moore;
- Refurbish the lower level brick archways into galleries, work spaces, and forums for public education;
- Install a lift from one of the archways to the sculpture park to provide secure access for all;
After all proposals had been judged, the shortlisted selections were viewed by the London Organisation Committee of the Olympic and Paralympic Games (LOCOG). "Plinth" the proposal put forward by Artillery was chosen by LOCOG for a feasibility study.
